The best advice I could give for that is this:
1. Open up the hair model in PMX/PMD and, with the vertices, bones, body, and joints selected (See pic below for how to see all of them), move it backward on the Z-axis and save it.Β
Β To see and selected all the stuff I mentioned, click these buttons in PMX/PMD editor:Β

2. Open your base and import your hair model into it.
3. Move the hair (Vertex, Bones, Body, and joints again) forward until it fits the model and looks good.
4. If the model's hair is glitchy and twitches, you may need to adjust the placement/size of the body of the hair or base.
Β This is a good reference if you don't understand why the hair becomes twitchy. Just play around with the size and placement of the body until it doesn't twitch so much!
