Really doesn't need to have a whole lot of layers or hoops, just as long as it's soft and comfortable around the legs as you want.

I do love AngelsBridal. I bought a skirt for a Kaylee dress from them. This time I had an Amazon gift card, so I got www.amazon.com/Wantdo-Drawstri… , and it's definitely an inferior hoop and it's very long and the boning's thin. But I'm going to make some ruffly tulle petticoats for the top, to soften the line. And because I like ruffles.

Have you ever considered making one out of paper tape? It's like a duct tape manequin but much better. I've done it for my friends a couple times

I know a lot of people who do duct tape, but it's not rigid, not pinnable, and not recyclable. Paper tape's in stores like Staples in the shipping supplies. It set me back about $9.
Yeah, finding a model's the tricky part. If you know you're making it for someone, I think using them's a good call. Otherwise grab a smallish friend (in a lot fo cases a guy in a bra with bubble wrap in it can work if you're careful). You can always pad a dress form to fit someone bigger, butit's hard to make bigger into smaller.
