Use Google if you want to do your pone, I'm really bad at explanation. But there's a list of software that you will need :
_ Notepad++ (for qc and vmt editing)
_ Paint.NET (it's free but I prefer to use Adobe Illustrator, a paid one)
_ VTFEdit (for converting textures)
_ Crowbar (for compiling and decompiling)

Oh and search for an upgraded version of Dr. Whooves on DA, there's one who have jigglebones.

Jigglebones can't appear out of nowhere, they need to be added to the skeleton of the mane/tail with a modeling program like Blender.
If you see jigglebones on a model, decompile it and copy the jigglebones part.

Male models don't have jigglebones, except Dr. Whooves but you have to search for the updated version.

(that means if you don't see jigglebones in the QC, there's no jigglebones for this version of the mane/tail ! I have never seen Noteworthy with jigglebones !)

And for the "example", I decompiled some models, took a QC, modified it and compiled it.
