Here's my Incredibles fanfic, When the Hunters Become the Hunted. I hope you like it.
It's set in the late '70s (some four years after the events in the movies, according to my headcanon), against the backdrop of looming civil war and the rise of a far-right, anti-Super, anti-Anthro political movement.
When a Nazi hunt goes hideously wrong and civilians are killed as a result, Mirage is transferred to New York City. But when fate takes a hand and the Parrs are outed as Supers, they too are forced to flee to New York. There they make new friends, meet new enemies and even reunite with a few old faces. But when Helen, Violet and Mirage learn that a notorious Ukrainian Nazi collaborator/war criminal/Holocaust perpetrator is living in the Big Apple, a group of Soviet superheroes are called in as part an international joint operation to catch the war criminal, and when Violet falls in love with one of the Soviet Supers, that's when things really start to get interesting.

When the hippocampi talk, do they speak like raptors in Jurrasic park or crocodiles. Would it be possible for a guy to be in the Riot? also Duet, what happened to her? how did she get damaged in the mind?

In their natural form (aquatic sea monsters) hippocampi sing, not dissimilar to whales. If they take their land based (pony) form, they speak like everyone else.
For JG-verse, no, there are no males in the riot. Males and females live totally separate lives, and only come together to mate. Both genders are too aggressive otherwise and fights are lethal.
Duet didn’t suffer any injuries, if that’s what you are asking. She simply hatched that way.

Snowshine's venom contains both neurotoxins and cytotoxins. The first attacks the nervous system while the latter damages tissue and destroys cells. Considering her venom could drop a fully mature adult hippocampus means the venom load would make very short work of a human or pony. But don't worry, she won't bite unless you force her to defend herself.
