Hector with his telepathic-manifested wings while Stephanie's literally a Snow Queen. (Telepath!Agent/Stewards are given specialised abilities that Solar Strife would restrict them off).

I dunno for the two of them, I never pegged Hector as been particularly powerful or particularly weak and Stephanie I'm not sure as she is more your character then mine.
The Telepathic manifested wings thing isn't a Solar Strife/Dawnverse ability either so I don't know what that would rank as.

No worries. Hmm...at best, Hector and Stephanie are "Third Class" Telepaths. The whole "wings" thing for Hector would be a non-Astraeaverse given how much exposure he has to the outside multiverse (and love Stephanie so much that he wanted to fulfill her dream of "seeing an angel").
Because of the sociatel attitudes and treatment of Telepaths in the Solar Strife-verse, it must be a big shock for those Telepaths when they enter the Hub Sanctuary and how open they are to them.

If the Solar Strife Telepaths are American then it would be a big shock for them, those from outside the American Sphere eg Commonwealthers and Brazillians are less shocked as they only have to be registered and a few other security checks to keep track of them and make sure they don't abuse their powers, they are otherwise quite free.
Nazi Telepaths and those from there puppets on the other hand..... egomaniacs!
Speaking of what is the Agencies view on the main Solar Strife universe that Persephone from the Dawnverse comes from?, specifically during the Martian Empire phase onward where Humanity scatters out among the stars and Earth is a burnt out husk eclipsed by Mars and used for weapon testing by the Martian Imperial Navy.

The Solar Strife-verse has a bad-mixed reputation to Agents at least. Most non-Solar Strife Agents find that universe to be "obsessed with conquer and warmongering" and are appealed by the destruction of the homeworld of Earth from their "unconstrained warring tendencies". They would rather avoid that world by all cost.
