"I Would really like to get PM to feature art in my journal"
I would like to point out a flaw in your logic here.
You do not need a PM to put thumbnails or HTML code in your journal.(pictures videos squibies etc etc etc can all be placed in a journal on dA without needing a PM) you only need a PM to use a CSS/journal skin
