What a tough question are you asking me...
Himaruya-sensei, for example, described the USSR as a house where Russia, Ukraine, Belarus, etc. used to be together.
USSR and Yugoslavia were special cases of countries, because they were union of republics with more or less autonomy between them. Something like European Union, but not so independent.
On the other hand, even the EU is recognized as an international entity apart from the countries who it is composed of, and has its own separate embassies in each country, as if it where a separate country.
Well, that was (but not so much) the case of USSR and Yugoslavia: they had embassies in other countries on behalf of all republics that each was composed of (that's the difference with European Union: EU embassies doesn't act on behalf of its component countries but as a separate international entity).
Do what you think is the best idea.
I am a Peruvian, so I think I don't have much autority to talk about Yugoslav issues. I think you as a Serbian knows more of Yugoslavia history than me.
