I'm quite fond of using Paint tool SAI myself. Photoshop's quite good if you know how to use it.

... Well mine came with the Adobe suite so that's not saying much. Something I learned was it doesn't matter what tools you use for drawing so long as you're knowledgeable about them. I've seen people do amazing drawings with Bamboo Fun and openCanvas.

A decent Wacom tablet which goes for about 100 dollars. I've scored that one myself, I plan to use it for a long time.

I thought about it for a while myself before getting one since I strictly preferred pencils. Drawing digital is surprisingly fun once you get used to it and you don't waste any paper.

I don't understand what you mean by that. Drawing on it is more like an acquired ability than anything, as in once you get the hang of it drawing feels as natural as you do traditionally. Of course there's a lot of hand-eye coordination involved so being a hardcore gamer gave me training wheels in advance.
