Looks like the morning glory vine. Weedy plant growing along the train lines here, up the sides of brick buildings and hurricane fences.
Always brings great bursts of colour to otherwise boring places.
This man has the appearance of being fairly well off. He might be pretty boring under his money though. The weeds will grow, and make the most of a bad situation or a bad gentleman.
