I use the burn and dodge (with the maple leaf brush) for texture, then a custom brush I made for stars, then the dodge tool around some star clusters with the airbrush-pen-opacity-flow brush.

Nope. PhotoshopCS3 (but it can be done in earlier versions too.... I used to use v7).
