well he's a young alicorn his personality is not perfect he's not very good with magic either he's still learning

Doesn't really make it any better. I know he's young but if he's not good at magic, why not just make it a pegasus, you want him to be magical make him a unicorn. Can't decide on either, Octavia is a music pony but is an earth pony as well. He doesn't need the ability to BOTH fly and do magic. There's a reason why people think alicorns or Mary-sues, that is because they are SO over-powered and when everyone tries to rectify this with weaknesses like "Oh he's not very good at magic" Or "He's not a good flyer" It only just make it worse. And even worse then that they try to be relatives/dating one of the princesses.(and/or someone from cannon)
I'm not really trying to be mean here, It's just some friendly advice and I'm not forcing you to change or anything. He still better then most I've seen which people try to make them WAY over the top in design. A good OCs have a good design as well as a good story. Just remember that and you'll go far ^^
