Description
Ramatu is the older brother of Vegeta but they never met because he died very young. He was much stronger than our little prince so Frieza decided he has to go... Zarbon killed him and showed it an accident but King Vegeta never belived this. Accidents don't happen with saiyans.
That day he realised Frieza isn't an ally anymore (maybe never was) and he started to make plans to eliminate him. (Yes. Just that day... King Vegeta wasn't too smart... He was just a saiyan!)
But he needed a child, the saiyans needed a successor, and that's why Vegeta had to born. (And some times later Tarble. For emergency. If something happens to Vegeta...)
Vegeta didn't know who is his father at first because the king feared him from Frieza, and tried to conceal his son's exist, until he will be strong enough that it doesn't happen any "accidents". So he entrusted him to Nappa because he was able to defend the prince - but never forgot about his firs-born son, and Vegeta was just a substitutive for him for a years...
Fortunately the little prince didn't really care about the missed fatherly love or his father himself. He had Nappa, the great prortector, the obedient servant, the big, strong, fearsome monkey-toy, who's most important task was to serve him - so he just wanted to be stronger than anyone, as Nappa said. King Vegeta needed some time to understand this and recognized his son's abilitiest, and don't always resemble his dead son. But never fully escaped from the shadow of Ramatu and his incredible potentials. That's why he never wanted to raised Vegeta himself and finally gave him an ordanary saiyan. He really wasn't a genius but he knew his people. And he awared that Nappa is the best thing that could have happened to his son...

Ramatu is quite like her father with his blazing-style hair and slimmer physique but their personality is totally different. Ramatu doesn't cool-headed or considered - but doesn't impetuous or aggressive like Vegeta. He just doesn't care anything. Anything! He likes make the others mad, he doesn't care if he hurt or kill them - although he doesn't really like kill. As he always says "it's not funny."By the way, he likes Bardock, the "older himself" who doesn't take seriously anything the same way.
He loves the hard fights of course but the defeating never be a "personal matter" for him. He found out his incredible power very early when he was training with some years older saiyans and defeated them easily, so he think he doesn't have to worry about his future. He knows he will be the next king of saiyans and nobody could stop him. Furthermore, just like Vegeta, Ramatu never lost a fight against his own mates, only much older saiyans have a chance to defeat him. So he well knows when he will grown up he could be unbeatable - why should he consider the defeat, as a personal matter...?
He is strong, confident, stubborn, curious, capricious, wayward and sometimes really cocky, who always play a game and change the rules anytime he wants, just for passion. Nobody could trust him, because he never could really feel something like that "love" or "fear", so he's somehow... empty. He haven't got any lamit, and any kind of relationships are nearly nothing for him. He really doesn't care anything just he currently want, but doesn't have a real goal. That's why he is not like the other saiyans, not an evil, conquering warrior who lives for the fight, indeed many times he is unusually very nice, kind, direct, helpful and friendly. As long as something is proving more interesting...
