He's the little mascot dude that appears in the Anime/Manga series called 'Rave Master'.
It's an alright series, but I just mostly love it because of Plue.

nobody knows.. they creator of the manga "rave" drew plue when he were a teen, and he pretty much don't know himself XD!! (and i think his nose are inspired by a carrot <.<..)
