It's because of the angle. I could have used different screenshot but I like this "twisted" point of view. And his horns make his forehead rather small since they are dominant part of his skull.

Oh, ok! Yeah, I remember the strange anathomy of Qunaris' skulls but this one looked too little even for those horns... but if you used a screenshot as reference, I'm obviously wrong!
