No, the original idea of this drawing was that sometime ago, there was a trailer from Arceus' movie, and it showed a pokemon hidden on a question mark, hinting it was a new electric pokemon... but it ended up being this Pichu! that's why some people used to hate it because it was not a new Pokemon... but now I like it
