You should watch it~ The guy that voices the main character of D. Gray-man, Allen, is also the voice of Italy. But Vic Mignogna, the voice of Edward Elric was going to be the voice of Italy but in the end he didn't 
And the guy that voiced Italy was originally England XD But because of some scenes were England and Italy talk so close together he just ended up as Italy~ :3

Hai~ Tod was basing it off of Mario because it was a stereotypical Italian accent~ Well, the voice directors told him to sound more Mario-ish XD I just know because I was watching some Anime con Hetalia pannels on Youtube and he was talking about how he competed with Vic Mignogna for ages for the part of Italy~ And in the end Vic ended up as Greece XD
