The guy who's hosting the festival has invited (and hired) Titan Jen.
He needed someone to watch over the balloons in case one has a hole or something, especially what happened last time.

Since he saw Titan Jen on the tv fighting ______, he thinks she can be helpful. However he has no idea how to contact her, so the best option to get her attention is through a cosplay commission, yeah because that's a thing.

Jennifer accepted his invitation (and the job) to go to the festival, she only needs to do is watch over balloons and make sure no one gets hurt or worse. Once the balloons are back on the ground she can enjoy the activities in the festival. The hoster will pay Titan Jen for her work as well as the commission of her cosplay outfit. She wouldn't mind watching the balloons for free though, too bad for her making costumes aren't cheap, especially repairing her main costume after fighting and getting her ass kicked by giant monsters and what not. Plus this is not hero duty, it's more like a volunteer type of duty.

The costume she's wearing is the one that's been commissioned, she made it to be suitably for fighting, just in case.
