Done In 40mins.Basicaly got bored, had some free time, and drew something, to fill up my gallery a bit more.

Laaaaate reply, and yet my opinion still stands.
If only because of Lugia's movepool and the typing it consists. Although it may take some heavy hits thanks to Ho-oh's special attack (Lugia's special defense is pretty bamf, though...). It would depend on moveset and stats, but I still think Lugia would have the upperhand (it's a shame they didn't make him a water type, but...whatever).

Yeah, it seems weird because Lugia only learns about 3 psychic moves via level up and all of them aren't that good.
