Description During the Cold War, there was a man who played both sides. He seemed to know all and would tell all for a price. Known as the Registrar, he had an incredible aptitude to have a thorough understanding of his area, and the people within it, within a certain radius. Though, this distance, along with his name and motives remained secret - thanks to his powers. At one stage, Russian agents attempted to capture him, and forcefully make him work alongside them. This was the day the world learned of his other powers. The squad were beaten to a pulp, and he was last seem flying into the distance - explaining his ability to always seem to escape capture and maintain his mystique.

Now, years since the Cold War, Registrar is much less morally gray. According to himself at least. Most governments keep him at a distance, with even Beacon reluctant to work alongside him. However, he has carved out a territory, working out of Russia and fighting alongside the Vinterfront, across the frozen north as a tentative member, slowly gaining their trust.    

Abilities:
Flight: Despite not being his most known ability, this is Registrar's most practical power. In the past it allowed him to travel great distances and avoid the two great superpowers that hoped to use them for gain - without a price. It also allows him to travel to the areas he needs to 'register', covering vast areas and collecting the information.
Strength: While not as physically powerful as other heroes, especially in the Vinterfront, Registrar pairs his inhuman strength with discipline and martial arts to provide ample threat to his foes.
Registration: This hero has an instinctive awareness of his surroundings at all times, he is unable to become lost, and will always know who he is faced with. Normally, this is general, a brief insight into structural weaknesses of a building, the abilities of a foe, how many pennies are in a jam jar. However with focus he can expand his knowledge over a greater area to trawl more information, or focus it on a single target - knowing everything and anything he can delve from their mind, from their last meal to their blood type.
