Things will get better, I know that when you read that you probably responded with "no, things will not get better" in your head, but things always do get better! Sometimes theres a point where you reach rock bottom and it cant get any worse, which is true. The only thing that can happen is that things get better.

If that's the case, you can check if any online stores accept paypal. if they do, you can take traditional commissions until eventually you can buy a cheap phone (idk about your country, but in mine, you can buy some decent phones for around 50 bucks. most of the time the camera quality and storage space isnt very good, but hey, i managed to draw this and this on my old wack-ass $50 phone) with the money you earned through commissions. Then you can continue doing digital art commissions till you get enough for a good phone! And,,,try to get Samsung or something, not apple, because I think apple purposely slows down some of their phones
Ofc, you'd have to ask your parents about getting a paypal account first though..unless you think you'd be able to manage on your own, which would be very difficult if you dont have a credit card or your own bank account. Paypal keeps a very close eye out for your personal information, and if you use incorrect information, your account is removed i think?? So hey, if I was able to explain to my boomer parents the concept of earning money through art commissions, then anybody can.
edit: OH ALSO, as a last resort art program, maybe you can use flipaclip. My friend @/phykic uses flipaclip to draw all of her pictures.
