I guess it's somewhat open to interpretation; there are a lot of exceptions for "private" functions, but it looks like it's typically 21 these days. It's been quite a few years since I needed to worry about it... X/

We have strange things like that where it's not quite clear in the UK, such as 5 years old in private (though I've never met anyone who actually does that lol) and 16 for cider, beer or wine with a meal as long as purchased by an "adult" (Ie. someone over 21 I think though this doesn't apply in Scotland).
The laws tend to be so unclear that it's rare anyone actually does anything like drinking with meals in public when not 18.
Haha though it is funny to see the many attempts of Lousiana to screw the Federal government in regards to drinking XD

Honestly, there is nothing wrong with a little bit of alcohol, heck beer in the right proportions I am told it can extend your life funny enough just try to remember the basics, binge drinking bad idea, and drinking and driving terrible idea. Not trying to be peer pressure here, i personally don`t drink much at all myself, probably only had like three beer in the last year and I`m not exaggerating. As for smoking...I say take them and destroy them all! Anyway, I`ve rambled on long enough, hope your brother has a good birthday!
