I know I did all the color work but I really have to hand it to YamGarden here, I NEVER would have come up with such a composition as brilliant as this. I mean you can even rule of thirds test it, it's freaking spot on the dollar! It's amazing and makes an incredible piece, so props and a round of applause to YamGarden!!! XD

This is YamGardens's idea. In Genocide Mode Undyne dies of course and melts before she turns into dust, and with Alphys having cameras everywhere, she probably watched the fight, and thus, Undyne dying. :C Which is SO SAD!!! And thus, this is where this picture comes in! She'll be posting a comic that leads up to this soon!, but it's not posted yet, but I'll make a link when it is!!!

Chara is only the universally recognized canonical name for the first fallen child, in lieu of an explicitly given one, which is different for every person who plays, because it's whatever name they gave them (not Frisk) at the start of the game, having intended to name themself. Chara is just short for "Character", and whether it's Frisk or Chara you're playing as depends on the route you take. To play the Pacifist route is to play from Frisk's perspective, playing as someone actually there, trying to make the best decisions and get the best possible outcome. Playing the genocide route is to play as someone who is acutely aware that it's nothing but a game with no true consequence, and is simply trying to extract every last ounce of entertainment from the game before moving on to the next one. As such, the genocide route causes Frisk to cease to be a person that's part of the world of Undertale, and become nothing more than a tool of the player as it requires Frisk to bend to the player's will and make their decisions instead of their own (which would get the Pacifist ending, as that has been explicitly acknowledged as the True ending, making it indicative of Frisks true, canonically recognized, actions). This is shown in the game as Frisk becoming possessed by Chara, who, again, the player named with the intention of naming themself.
Chara = the player
Chara = everyone who plays a video game, Undertale, or otherwise.
Chara = one's need to 100% a game regardless of what need be done to meet that end.

You can't glean the info I just dropped on you in that last comment just from googling Undertale. It takes paying attention to the game for what it is beyond just a game: a giant, mind-blowingly self-aware meta commentary on RPGs as well as video games in general, and how they are played. Plus a fair amount of discussion. But sure, if that and a played out emoticon are what you have to say to feel like you've invalidated my point (you haven't, by the way), then more power to you.
Chara's extremely cruel because they represent the reason a person would make the decisions required to enact a genocide playthrough: Chara's falling into the underground (for an unhappy reason, as Asriel put it) and becoming cut off from the surface and the rest of humanity is analogous to a person figuratively falling into a video game to escape the cruelty of the outside world and, if they wish it, take their frustrations toward it out on the game.
