Yeah, it's him. It had been confirmed from his facebook page. He was congratulating Jesse Metcalfe because they're considering him to play Kaidan in the Mass Effect Movie. Also there're comments on his page made by him explaining his experience when he went into BW for facial scans and stuff

I second that. I don't want them to make an ME1 movie. What's the point anyway? It's gonna ruin someone's experience, it's going to flunk (no video game movie to date ever succeeds)
No on screen actors will ever catch the feel of the game, because the game is ALL about customization. Their whole decision to do ME1 as opposed to...something like John Grissom's story who is as badass as Shepard herself...but Nooooo they had to go do something that's a 'sure' sell. I think it's dumb. Sorry I'm a bit bitter about this movie thing.

Sheploo's face model has been known from day one, really. He's Mark Vanderloo...hence why the loo in Sheploo.
Seth Green's Joker's voice actor not his face model. Joker is actually based off of a guy the artist saw when he was getting coffee from starbucks or something IIRC
