Okay, so a little background on Valerie’s mutation story.
It starts off with Val just walking from kickboxing practice to a shop she and Lilly we’re going to meet up at. She was only around the corner when she got jumped by the Foot Clan. They pretty much knocked her out and took her to Shredder’s hideout (or whatever it’s called). Valerie is pretty much beaten and tortured to get information out of her about the turtles. Since they know she’s one of the turtles’ human allies.
After her almost not being able to push herself off the ground, instead of Shredder killing her. He hands her off the Baxter Stockman for a lab rat. Which said scientist mixes different reptile DNA into the mutagen in hopes of successfully creating a chimaera mutation. DNA of a Blue-Tailed Skink and a Panther Chameleon.
And before the turtle save her, when they find out she’s missing and Donnie tracks where her phone’s signal last was. They and Lilly were at the same place, at the same time, for the same reason. Hence leading to Lilly meeting the turtles.
