You are thinking of Pepe. Pepe is from Looney Tunes, while Fifi is from Tiny Toon Adventures. They are different characters.

Penelope, who Pepe usually chases after. She secretly loves Pepe, but runs away from him because of his smell. If Pepe loses his smell, however, she chases him instead. Penelope is usually mute, although there is one or two shorts where she speaks (And is revealed that she is Swedish).
