because they are a bullet-absorbing magnet.
Eldar have avatars and wraithlords for their bullet magnets. but that's it really.

wraitlords go down like flies. avatar is a bit better. but can't do enuff damage before dying. demon prince can fly. which really makes them awesome.

for those three wounds though, they are bullet magnets. that's the point. you get a few, and ppl will start focussing on them over your units that actually do FSU.
