Basically, he's usually very nice, upbeat and always willing to help out despite his dark past. What I mean is...

Well, let's look at Tails. Before Tails met Sonic, he was bullied by the other kids on Westside Island (and I'm sure the Battlekukku Army from his adventure on Cocoa Island were no better). Because of all that torment and abuse from the other kids for so long, his self confidence was dangerously low, and he became quiet, shy and timid. And then he met Sonic and saw how awesome Sonic was, and wanted to be that awesome as well. But even then, he still had a ton of trouble believing in himself and relying so much on Sonic until Sonic Adventure where he started to believe in himself more and stepped out of Sonic's Shadow.

But this character, Threat, was experimented on and mistreated and stuff a LOT by the Military scientists. Like, the situation could be seen as a lot worse then Tails' past. But, instead of letting it getting to him and lowering his self esteem, Threat acts almost like it never happened. He's always smiling and appears to be perpetually in a very good mood. To the point that some people could easily find him annoying, and that he just gets in the way when he tries to help. But still, isn't he supposed to be a Dark-Tails? Well... Tails' own "dark" side is the result of his past of being teased and bullied, and it visibly affected how he acts and stuff. Like, you can see it. For Threat, you can't really see any of that, all you see is a super nice kid that may come off as annoying. What I'm trying to say is... behind Threat's smiles and light, lies a deep darkness. A very troubled kid.

Anyways, onto his abilities.

According to the Japanese manual for Knuckles' Chaotix, the Rings produce a special dimensional energy linking every Ring in the world, and can lead directly to the Master Emerald altar. I think that dimensional space is the Special Zone. Thus, I call them "Special Rings". And so, taking that and adding it to everything else we know about the rings... the Special Rings are like keys to unlocking the full power of the Chaos Emeralds. Which is why the Special Zone often holds the Chaos Emeralds within that dimension, why the gateway into the Special Zone are Super Rings, why 50 Rings are sometimes needed to go super with the Seven Chaos Emeralds, and why Super Transformations require a steady supply of Rings. The power of the Special Rings are meant to support the power of the Chaos Emeralds. ... Just like how Tails is meant to support Sonic. So because of that, and the fact that Tails often uses the Rings as weaponry, I theorize that Tails is like the embodiment of their power similar to how Sonic is like the embodiment of Chaos.

So, just like how Shadow uses Chaos Control, Threat controls the Special Energy of the Rings to do all sorts of stuff. ...Right now, all I know is that he can summon giant Ring Portals to traverse across space as his way of keeping up with Shadow's Chaos Control. I'm not sure what other "Special-"based skills he'd have right now, but whatever. And of course, he's the spitting image of Tails and shares his Flight and Agility, and all of his intelligence and technological prowess.
