Oddly enough, I think Tali not being romanceable in the first game improved the story of her ME2 romance build up. You have a character who has been in love with Shepard for a long time, but never acted on those feelings due to thinking it would never work out. Also its a more believable build up, being that Shepard and Tali were friends for longer before they became more
