I'll be honest, I don't see Akumatsu as all this evil. I think he needed to appear because Kamimatsu was "stealing" all the good the brothers had. They're both representations of the brothers' good and bad sides, so if one dries everything of good or bad they have, they're left unbalanced, imcomplete... who knows the kind of effect this can have?

Headcannon
Akumatsu can be summoned seperately either by having all the nii-sans hating him too much or the same way how Kamimatsu was "born" (stop being NEETs and shed away the shittyness)
However, I do have a new idea. Akumatsu can possess one of the six brothers when the sextuplets started to fill themselves with hatred, no matter the level. Usually he will only do that when Kamimatsu is present (so he can wound/kill him), but he can try to possess one of the six and take attempts to convince them to embrace their shittyness forever
