its really easy! you just make a layer with a very loud color of pink and then a layer of blue of the character,then you make one on each side then make them all in one layer (the character and the pink & blue layers) and then use the cutting tool (shaped as a square) and then go crazy with cutting !(my computer is currently broken but i promise to make a tutorial when i fix it!)

i used photoshop to animate it as a gif,but i drew it on clip studio paint
