Those are Pelorian runes. Roughly translated it says 'bring me your bones for I have already devoured your flesh.'

It is unusual to see them on a sword (the Pelorians favour close quarter combat so usually carry only short stabbing spears and broad bladed slashing knives.) In my opinion the sword is 'Limb Slicer' (roughly translated) a ceremonial weapon that has been stolen from a Pelorian temple. And why do I believe this? Because that is no Pelorian ergo it must be the thief.

How clever of you to have captured his image in this way.
