I personally think the ring and his duties that kept him bound to Middle Earth drained him. If it wasn't for that, he more than likely would have sailed long before hand.

I do love this painting very much. It's obvious it's still Hugo Weaving, but he certainly does look much younger. I think this would be what Elrond looked like if he had been a fully blooded elf. Very well done
That being said, I actually think Hugo Weaving as Elrond was genius on Peter Jackson's side. Elrond is one of the most tragic elves to ever live: Β
1. His mother abandons him and his twin when they are very small and his father was away so much he never knew him
2. He grows up forced to acknowledge Maglor as his fatherΒ
3. His twin chooses to be counted among Men instead of being an elfΒ
4. The only father figure Elrond ever had (Maglor) ends up leaving him to steal back some gems, ends up finding out his oath was for nothing, and then wanders the shores of Middle Earth forever alone
5. He's forced to watch his twin die of old age
6. He watches his friend and King, Gil-galad, get killed by his worst enemy
7. His wife gets ambushed, tortured, and loses her will to live, so she leaves him for Valinor
8. His daughter chooses to be mortal, just like his brother did, so he's forced to leave her behind
9. The fate of his twin sons is never mentioned, but it's very likely they chose to be mortal as well
In the wake of all that, I think it's acceptable for Elrond to look a little worn and weary. He is after all over a quarter human (it works out to 3/8 I think). It would only be natural that Elrond and his children are more human-like in appearance than their fully elven peers.

Dang! This is very nice, but in personal opinion, casting the the 'middle-age' and worn looking Hugo Weaving into the role does give the character the feel that he's more wise than pretty... which is all what this character is about: a wise elf figure that's slightly closer to human than Galadriel and Celeborn (both distant almost to the point of inhuman).
