Looks like Ron was a little shocked when Hermione decided to dress up properly for halloween!
I'm thinking they arranged to do a theme, and Hermione decided to be mischevious.

But that's the point. Halloween is out of character full stop. It is the night where you can throw off your bookish reputation.
We already know that she gets a thrill out of surprising the boys with her femininity.

Funny because I was initially going to give them mischevious costumes with Ron (un)dressed as Tarzan for instance, but then I knew I could easily get carried away and go too far
