Uhm... how could I explain this... P:
The clouds look like they are made with a "wet pencil" tool... P:
But they are still not too watery.. Somenthing similiar to the water tool I thought. ^^'

Hmmm... Well, I use the pen tool first to create the edges/shapes of the clouds then use the brush tool to blend it..XD
