Here is a screenshot of the Hammer of Dawn Strikes to destroy the Locust Horde in all major areas outside of the Jacinto Plateau. Then squads that are stationed in ground-zero areas to immediately sweep the area of Locust survivors.

That was the Coalition of Ordered Governments plan anyways, but as we saw in GEARS TACTICS it only slowed the Locust Horde down. The civilians were asked to evacuate, but not enough time was given. Many people were killed by the COG's attack, and many of those who survived became the Stranded. They generally hate COGs and Gears because of the Hammer of Dawn attacks.
