I tried emulating how their romantic relationship began, and considered the past and personality of each character.
(BASE ON MY UNDERSTANDING)
Sanne Ackerman - Sanne has a tragic past. Her past experiences with men left her traumatized, but with time, she becomes more comfortable to Levi, right?
Levi Ackerman - Levi saved Sanne from... everything. He is the plot twist Sanne needed in her life. He truly did care for her.

The bio did say it started with a kiss, however it never specified what 'kind' of kiss they had. Originally, I was going for lip kisses, but after considering Sanne's traumatic past and Levi's view of her mother's work, I find a forehead kiss sweeter and has more meaning to it. Forehead kisses means "I care about you." This perfectly suits Levi. He isn't known to be affectionate, but truly cares for Sanne and wishes her to be comfortable. Like, it's a way to comfort her from her past.
