This is a typical 'Console against PC' discussion: The Console is good in playing games, even a lot better than the PC- but that is all it is able to do. The PC can play games and do a lot more, making it a lot more versatile.
While Cole is in no means weak, the only thing that sets him apart from Alex is his lightning power. These powers are incredible and possibly dangerous, however in everything else, Cole is vastly inferior to Alex.
In the end, it is a combination of abilities and toughness that will decide who'll win- but Alex has the edge of being a lot more resistant (as even massive injuries will not stop him), faster than Cole in normal battle, being a lot more lethal, being a weapon with fighting experience and having a lot of additional abilities. Cole, however, is not a fighter, but he will try to keep on top as long as possible through stubborn relentlessnes.
Still, in most cases, Alex will take the victory- and easily too.

It's true, Mercer is quite the juggernaut, but here is the thing, he has a weakness towards electricity and cold. Cross, a well trained man was capable of stunning Mercer with just a taser, can you just imagine, what Cole's electricity would do to Mercer? Then there is the fact, Mercer's bio mass is tissue, hence his two weaknesses and before you think Mercer could fool Cole with his shapeshifting, WRONG! Mercer's shapeshifting would be useless as Cole's radar pulse would detect that it is Mercer, giving Mercer's chance of fooling Cole down the drain.
In the end, it's Cole that comes out on top.

hard to say and it depends a bit if its Cole from inFamous 1 or 2 and if it would be Cole after bad ending inFamous 2 then he is unstoppable. but for now i put my money on Cole.

its not clear whether the high energy of lightning would be enough to effect mercer. we know he can block physical and explosive concussive attacks, but a lightning strike might be enough to melt him. im gonna put my faith in cole for landing one good attack
