Just because we like some members of that family less than the rest, and would like nothing more than to kick some others in the softer parts, doesn't make it any less true. Hey, even those feelings are part of families in real life, true story.
I think what I really liked about the City Elf origin in Dragon Age was, that even though the elves there live in a crumbling slum, poor, some of them starving, facing dangers from diseases and human attacks, basically, the rest of the world hates and despises them (most of the Dalish elves included), they still take pride in their own customs and community. And you as a City Elf, have choices to take part in that and look out for them. So I think Alarith's (and Duncan's) words sum that up pretty nicely.
I have a lot of headcanons about my Warden growing up there and I can imagine when Alarith first came to the alienage, on the run and possibly injured, she, along with Shianni and Soris, took him under their wings. Though I suspect Valendrian tried to intervene as a voice of authority so that he would not get under too much of their troublemaking influence. If he was from Tevinter and a former slave, then it would make some sense he would feel so strongly about the alienage as an adult, when he wasn't even born there - the people there welcomed him among them.
It just gives me fuzzy feels, okay?!
