I believe that they appear at the bottom left ocean on the second island. I got myself one there, and their apperance rate is pretty annoying too, and sorta worth it for it's cute apperance and (surprisingly) good competitive play

Many people complain about how it doesn't any other physical attack other than counter, but that honestly opens up a whole new style of stragety. Plus, you can pretty much give it the Fightnium Z, which I did lol
