I use the program Paint Tool SAI which unfortunately costs around $40-$50

in paint tool SAI I use a Marker tool for most of the art I do (ie. Lineart, shading, highlights)
and for colouring I use a normal pen tool
if you dont want to pay for paint tool SAI then I would recommend using the program Krita
