I think I did it using the most tiny brush - 1 px - and putting random dots on the shape creating light with it where needed)

This picture inspired a dream, I am a body diver, snorkel and water is more like home than dry land.....In my dream, this beautiful merman began making love to me, each of us having a tail just like in your picture, as we dove into and out of the water.... and the sensations....ohhhhh the sensations..... so real, so exotic
