This is The Rising, a September 11th memorial at the Kensico Dam in Valhalla, New York. It was built in honor of the residents of Westchester County, NY, who died on that day.

A closer shot of the area under The Rising. There are lights along the outer ring in the middle that shine upward and reflect off the structure. I haven't had a chance to see them lit, however.
