Gengar is a Doppleganger PokΓ©mon, and can mimic anyone's shadow. This is most likely it's normal form, not necessarily the shadow of Clefairy.

Funny point that ghost are supposed to be scary looking. Gengar has weird pokedex entries but I've never find him scary in the games, only in the manga.
