(I'm just gonna make a new bio right here. Yep.)
Honey tries to make her actions nothing but helpful and beneficial for everyone included.
This is why she doesn't fight cogs. Do cogs even have feelings? She's not quite sure; all of the cogs she tries to talk to end up making her cry all the way back to the playground.
She lives with her aunt and cousin. They are very mean and yell a lot, mostly to each other. Though, they would easily hit her if they wanted to, they don't. They take pity on her on the account that her parents and siblings all died and she was the only one left.
Strange how things work out like that. Unfortunately-or fortunately? Honey can't recall any memories of that experience. Though, this is possible, no one except Honey knows if this is true or not.

The cogs make her turn instant sadness and therefore must be guarded away from the cogs at all times by her aunt and uncle. They didn't have much of a choice for they were poor and used Honey Bell to gain tax support from the Toon Government. Now that she's gonna be 18 soon, her support will end and her life will continue to plummet.

Well. She doesn't iiiiiinstantly gets sad, she's got 16 laff, she can last a couple rounds in a low-level cog fight. She's got Sea if she's in a pickle, but that doesn't happen too often.
I didn't say anything about an uncle either. Just implying that he's no longer in the picture.
Wellll making up a bureaucracy for Toontown is confizzling since you literally get a free 1-room house, but in my headcanons since doing that is not possible, I guess my bean system will have to match that. Yepperdoodles. It's a mean bean life, but there are hardly any taxes because the toon resistance (headcanonpolice) population is pretty low.
(Dangit, Peachy. This all gets conffizzlin when you try to bring logic into illogical thingies.)

Tsk, Shelly I figured you wouldn't understand \(￣< ￣)>. On toon canon, then yeah Honey won't go sad instantly. But cogs make us sad and the bio says the cogs make her Cry so then I wondered these things. In the Tooniverse, Sea protects Honey because Honey is not an independent person. (Per must also be protected, a lot by Missy and Maiden, in cog battles because she's forever lureless.)
Oops, misread bio then. I thought aunty and uncle were fighting.
The Toon Government had long since implemented a house for every toon so no toon will go homeless. We can't have hobo toons, that's depressing!! If Toon Gov can conjure up 1 jb pianos then they can conjure up a free house. (Let us all realize that everything Clarabelle sells us on her catalog are at rip off prices.)
With a more logical currency, it may have to be implemented that all gags are not sold for 1 jb and such. Gotta go make it costly like Clarabelle has it.
Not sure what to say about the crime rate in Toontown. All toons are friendly. Some just have an attitude like Lil Oldman or Eddie the Yeti (the monkey who makes us defeat 90 lawbots for 1 laff >.>).
TL;DR: Peach's headcanons shall pertain to all the illogic of the Tooniverse and it shall somehow make sense \(^0^)/
