I don't know that much about Sonic lore, but you could ask the commissioner about what happened to make him this way. He seems pretty fun.

Mmm, depends on what you want, really. Something like this is 20$ or the equivalent in DA Points, something with a background is 25$, something B&W is only 15$. Additional characters beyond one are 5$ extra for each.

It's easier to just look at the sites explanation. Just go up to the Shop tab at the top of the page, and go to Points. You'll get a much better explanation than I could give ya.
