The world has collapsed into ruin, order into chaos. But some things just don't change. Kitty still gets a fishy!
There's an odd contrast here. The desolated city in the background, the ruins the cat is perched on, even the cat is a tough looking individual. Then there is a nice looking fish sitting on a dish as if to say that even in this mess we will still have our dignity, we will still cling to our self respect.
