It's a clean background, but I think that the scanlines should be behind the circles and the boarder. As well, the size is pretty small so I wouldn't be able to use it. And, the logos at the side would get cropped by my taskbar.

More definition one the nebula cloud like affect, perhaps brighter contrast of colours! Otherwise, fab work :]
