Hey good work, I have one suggestion though.
You've used my concrete texture thing in the sky but it seems to be uniformly applied. I think if the opacity were reduced over the lighter parts of the sky it would have less of a flattening effect and enhance the atmosphere. You could achieve this by creating a mask for the texture layer and brushing onto the mask with a medium grey over the light areas of sky.

Ooh, I really like this... it's quite eerie looking to me, probably because we've been having such bad storms where I live lately. >< But this is very good, it almost looks like a photograph aside from the textures/brushes in the sky.
