I really like this! It's like you combined Holocaust with Mysterio. I love how his face could look like its a hologram being projects, and the added effect that the cape/cowl is draped over part of his helmet an shoulders.

How about a guy who made a deal with the devil? The deal might have been something like this: "Give me incredible strength and durability plus some special dark magic-type abilities, and you can have my soul...and you can strip me of all handsome appearances."

I did this with a furry villain I created for a surprisingly original furry RP series I did with RedRidingWolf1365 a little while ago. "Whiplash" was a crimson-colored bobcat with black forelimbs and tail tip with harsh yellow eyes (although if I ever write about it, I'll change them to storm-grey). He was very strong, very fast, and very durable, and his tail was like seven feet long and ended in a point so sharp and flexible it worked exactly like a whip -- hence his nickname. He could control the winds, create sonic booms, and summon lightning with his dark powers. (Little Gary Stu-ish, am I right? XD) But one of his greatest weaknesses was his stubbornness, which drove him to a point that he would never give up his plans no matter what the circumstances, leading to unwinnable circumstances that he still wouldn't give up, which in turn led to his defeat.
Whiplash had this deal with a demon which granted him his powers in exchange for loyalty. The cat's goal was to resurrect his murdered wife (the only non-storm-themed power he had) and gain powers so that he would never lose her to murder again. But the demon ended up wanting to destroy a crime-fighting group called the Troublemakers, led by Meadow Houndstooth (black wolf who can summon weird muffins; Wolf's character), as these guys had defeated his protégé Poison (black cat with creepy magic; also Wolf's character) and he wanted revenge. So then Whiplash was kind of trapped.
I gave Whiplash two powerful minions: Tonitrua and Fulgur (Latin: Thunder and Lightning), who were storm spirits made of nothing but water, dust, and pure dark power (they took the form of gray tabby cats). Each had an incorporeal form (obviously) and could control the winds better than Whiplash could. Tonitrua, with blue eyes, was the stronger and could create sound waves of any kind he wanted, while Fulgur, with yellow eyes, was the faster and could control lightning perfectly. These two could be summoned at will, but if they were destroyed, it would take about a month to re-create them, and they'd have no memory of the events in their previous lives.
So, cool concept? I imagine it would work for a fantasy villain that wasn't a furry.

I wanted to try something new with his pose for this image, and work with perspective a bit. I was a little worried that the image wouldn't come off like that, and he'd just look like a guy with little legs and feet.
