*update*:
-thanks to everyone for the input, i've finally gotten around to fixing some of the little things. the eq preset button is corrected, as well as a change in the shufrep file to accomodate a winamp quirk. winamp has several "quirks" that you have to account for as you skin - the titlebar issue you mentioned one of those - the separation between the titlebars diminishes by 1 pixel each time and eventually overlaps on the winshade titlebars. and yes, some of the buttons are shared by the fullsize/winshade modes.

Oooh.... something I wanted to mention that I've noticed from using the template. (It's the only one I've ever used, so I don't know if the base skin is like this too, or if it's just the template, but some of the parts are a bit off..)
The "shuffle" button on the main window is one pixel too short horizontally. (I just copy the background over by one more pixel than the template shows and that works fine)
The "presets" button on the equalizer window is down too far vertically by one pixel, can be easily fixed by moving the bottom presets button up to cover that black line between the two and leave the yellow line underneath it, it won't move that way.
The smaller version of the main window is missing a pixel vertically I think... I haven't quite figured that one out yet, but there's a border on the top, a border on the bottom, and the yellow one in the middle is one pixel tall so it uses the very last row of pixels on the top one for the very top of the bottom one - I know that doesn't make much sense, but you'll see what I mean when you look at it.
And I *think* that a few buttons share the same button. Like, the larger and smaller versions of the main window use the same close button, I think.. so if you're going to make the smaller version look different, you're going to run into a few problems.
That's all I've found though, whilst rigorously testing and using it. I still use it though, so it's no biggie.

yay! it worked! (after 37 tries) ok - to the newbies who want to skin winamp, unzip the file, look at the bmp's, and watch what winamp does with them - you'll see the concept. it may also help to read a tutorial on a site like winamp to totally get the picture and work out the txt files.
these work well used in conjuction with my psd templates https://www.deviantart.com/deviation.php? id=69247 to make the whole skin, then break up the pieces.
